Planning & Partnership

The Planning and Partnership (P&P) Directorate serves as a vital bridge between evidence-based research and operational application, ensuring sustained health readiness. As a central hub for military-military, civilian-military, and international health collaborations, the Directorate functions as a primary knowledge resource for Combatant Commands (CCMDs). By championing an integrated approach, P&P transforms data from past global engagements into actionable insights, empowering partners to enhance operational success across the defense health enterprise.

To achieve this, the Directorate leverages internal subject matter expertise and an expansive network of external partners to provide responsive reach-back support to key stakeholders. We lead the design and implementation of health engagements, including academic collaborations and exchanges strictly aligned with Joint Staff and CCMD priorities.

Through close coordination with CCMDs, Service components and interagency partners, the P&P Directorate provides the technical expertise necessary to inform Global Health Engagement (GHE) policies, doctrine, and strategic initiatives. Furthermore, the team spearheads knowledge management efforts designed to capture, organize, and share critical insights that strengthen planning, coordination, and operational effectiveness.

By maintaining these robust collaborative relationships, the Directorate ensures that GHE programs are strategically focused and contribute meaningfully to both military readiness and global health security.
